The governance of wetlands in Alberta has dramatically evolved in the last few years. Administered by the Water Act and the Public Lands Act, the management of these natural resources has undergone recent updates both under the Alberta Wetland Policy (GoA, 2013) and the release of new wetland assessment tools and directives (ESRD 2015).
The policy introduces the principals of avoidance, minimization and replacement with replacement now only being considered for residual impacts that were impractical to either avoid or minimize. The mitigation directive, released in June 2015, guides proponents to provide a detailed rationale for the conservation of wetlands. With the implementation of the new directives, there are also now potentially significant replacement fees associated with the permanent loss of wetlands….
